Dear Caregivers:
It is hard to believe that we are already two months into the New Year.  I came across this
poem recently:
People are like stained glass windows
They glow and sparkle when it’s sunny and bright
But when the sun goes down their true beauty is revealed
Only if there is light within

Willie Neal recently stepped down as Vice-President. I am sharing this poem as it
reminded me of Willy who, to me, always seemed to have light within.  The Board
misses her and offers her the best of wishes in future endeavors.
We have lots of projects ahead of us which have come as a result of the Idea Forums
being held throughout the province.  We launched the website February 14
th
, and have
since set up presentations with the BC Business Association, Vancouver Churches, and
are working to provide a presentation to the BC Psychology Association.  We will be
seeking their assistance to provide early assessments and funds for tutoring services to
children and youth in care.  We are also in discussions with Big Brothers and Big Sisters
of BC around how we can work together to provide mentorship for children and youth in
the foster care system.   For more information on the BCFFPA Idea Forums please go to
The BCFFPA continues to work on the development of the foster parents’ “Bill Of
Rights”.  As with all legislation, it is a long process, and we persist in collaborating with
MCFD toward a resolution.
The Federation is also working with MCFD to address the issue of out of pocket
expenses experienced by caregivers as they relate to prescription and optical purchases. 
It is not the responsibility of the caregiver to cover costs over and above those allowed by
Blue Cross etc.  We also advise all caregivers to seek approval prior to incurring
expenses so as not to be disappointed.  The other  issue arising is that some caregivers are
being refused reimbursement of these out of pocket expenses, as they did not get prior
approval from the child’s social worker.  We will continue to pursue this issue with
MCFD.
The office has written a letter to Minister Tom Christensen addressing the new carbon tax
and how it will impact foster parents going forward.  We are awaiting a response.  We
have also approached the Government of Canada Revenue Services to re-clarify what
constitutes tax free status for foster care payments.
Let’s continue to encourage one another like we do our children and youth as we move
forward in 2008.
