Teleconference Summary
March 24, 2009

Additions or changes
a.
The Fraser Delegate asked a question regarding a letter that went to all
foster parents encouraging membership.  It was pointed out that the letter
was not just about membership and that it would have been very costly to
use staff time to individually call members from general foster parents.
b.
Add e to Old Business – office relocation

Vice President
a.
Letter to member – The member has responded to the letter sent
subsequent to the February Board Meeting informing her that individuals
can only hold a position on one local association.  She feels that there is a
need to be able to hold positions on more than one local.  She will receive
a letter inviting her to bring it forward at the AGM and see what the
general membership feeling is.  It was also reiterated that the Policy and
Procedures is the board’s purview.
b.
Nicholas Simons – held a meeting with reps from the Fraser Valley Foster
Parent Association to address concerns within their area.
4.
President’s Report
a.
Meetings attended – Met with Minister Christensen, Blue Cross Reps, the
Child and Youth Rep, and Jane Cowell regarding insurance coverage
increases.  All meetings were very positive.  Another letter will be sent to
Jane as a follow up to the February discussion.
b.
Updates – President and Vice President to attend IFCO 2009. A grant was
received from MCFD to cover some of the costs.  They will work with the
IFCO committee to present on behalf of the BCFFPA
01/03/2009:MSC: ( L. Dol/S. Davis) Move that Melanie and Heather attend IFCO in
Dublin funded by MCFD dollars. 9/9 Carried

Treasurer’s Report
a.
Financial statements were not available prior to the meeting but will be
sent out next week.
b.
can now file GST every six months instead of annually
c.
will move $40,000 to GIC April 1, 2009
6.
Regional Reports
a.
Vancouver Coastal – The Delegate is unable to attend the Vancouver 4
pillars meeting set for the 25th due to other commitments.  He was unable
to attend the FASD conference in Victoria due to illness.
b.
Fraser –nothing to report
c.
Interior - MCFD does not attend all Macro calls so there is a problem with
getting clear and timely answers to questions.  A formal letter will be sent. 
The conference call discussed the upcoming AGM and what assistance
may be available from the BCFFPA to help members attend.
d.
North –MCFD has restarted the Teambuilding process.  There was a good
turnout of both foster parents and MCFD staff.
Kids are not being taken into care.  It is primarily new borns.  The
President has plans to meet with the RED and others in the North.
e.
Vancouver Island – Louise Dol – No major concerns.  Elections for most
FPSSS locals will take place in March.  FPSSS is also offering info
sessions for current foster parents.
7.
New Business
a.
AGM updates – workshops include gangs, self-advocacy, PGT.  The ED is
still working with MCFD Provincial Partnership committee to hold a
meeting to showcase the work the committee has accomplished the
afternoon of the 22nd.
b.
Three special resolutions came in and all will go out as written 45 days
prior to the AGM.
c.
Registration packages will be coming out with the itinerary in the next
couple weeks.
d.
Les has been nominated for Treasurer.  Sheila Davis is not running. The
Secretary position will be filled after the AGM.
02/03/2009:MSC: (L. Toth/L Dol) Move to provide regional travel assistance at an
average $300 per person, up to $2400 for the North, $200 per person up to $2000 for
the Interior, $150 per person up to $1500 for the Island, and mileage to attend the
AGM only for members in Fraser and Vancouver.  Fraser $600 and Vancouver
Coastal $500. carried  8/9 Debbie Drewitz voted no and asked that it be recorded as
such
03/03/2009: MSC:(L.Toth/H.Bayes) Move to set the early bird registration at $130
and late registration at $175 for the 2009 AGM. 9/9 Carried
04/03/2009:MSC: (L. Toth/H. Bayes) Move to allow the Aboriginal Spirit Blanket
Company to sell blankets at the AGM with a donation to the Federation from the
proceeds. 9/9 Carried
Other Vendors will be invited to sell if it fits the mandate of the Federation.
05/03/2009:MSC: (H. Bayes/L.Dol) Move to allow the Aboriginal Spirit Blanket
Company to sell the Joe Mandur Jr prints at Pow Wows throughout the province
for $100 each.  All proceeds to come to BCFFPA.  9/9 Carried
