Treasurer’s Report 
a.
a decision was made to transfer $30-$40 K into a cashable GIC in order to garner
higher interest.  
b.
The Federation continues to be in a good financial position
c.
CFFA – the board made the decision not to send a representative to the CFFA in
Nova Scotia due to the high cost.  The decision was by consensus.  Sheila Davis
to send her regrets.
01/02/2009: MSC: (P. Dueck) Move to hire Edgemount Movers to move the office as
recommended by our ED. Unanimous
02/02/2009: MSC: (P. Dueck) Move to take ED recommendation and lease a new
photocopier. Unanimous
The current photocopier does not do what was anticipated so another one will be sought

President’s Report
a.
Upcoming Meetings
i.
Jane Cowell to discuss Insurance Coverage and other issues
ii.
Minister Christensen to discuss Rights, Dental, Provincial issues such as
60 days notice, recruitment and retention
iii.
Representative for Children and Youth – to discuss Rights of CIC’s and
how foster parents can better care for them, as well as relevant issues
which violate those rights
iv.
Blue Cross to discuss the disparity in coverage between Mainstream and
Aboriginal CIC’s and how this can be addressed.
5.
Membership Report
a.
A letter has been drafted for sharing with foster parents throughout the province. 
It is hoped that the letter will encourage membership.  The letter will be sent to
the full board for approval prior to sending out
b.
Flowers were sent to a board member on the passing of her father
c.
Lorraine Daley of Golden was the winner of the digital camera in this year’s
membership draw.
03/02/2009: MSC:(H. Bayes) I move that 23 in the policy and procedure be expanded to
include that a member may only hold office in one local and or region board.
New Section 23 will read
Members may only hold office in one local association or regional council within a
BCFFPA Region to which they have declare affiliation. unanimous
04/02/2009: MSC: (H.Bayes) I move that Membership Policy Section 10 d be amended to
read: A member in any class of membership may be expelled  for breech of By-law, Policy
or Code of Ethics, Violation of Oath of Confidentiality or Breech of  Harassment Policy
towards any staff or fellow member. for a specific period of time, upon a 2/3- majority vote
of the Directors. (See By-laws Article II Membership Ceases.)”
 
i)  A letter of reminder of policy etc for the first time
ii) Second breech a letter stating the member is at risk of expulsion
iii) Third time the member shall be expelled
6.
Regional Delegates
a.
Vancouver Coastal – Peter attended a foster parent meeting.  Most issues arising
pertained to the relationship between foster parents and the ministry.  Another
issue brought forward is that one foster parent is planning to initiate a new
association which will only included professionals who are foster parents (need to
have a degree).  The board discussed possible issue of discrimination.  Peter will
be attending the FAS conference in Victoria in March.  The sponsors are UBC
and Health Canada.  He will report back to the board
b.
Interior – The Macro board is holding a teleconference this week.  Retention and
Recruitment are important topics to be discussed.  It is anticipated that many
ministry people will attend.
c.
North – Partnership meetings will once again be started up in the Dawson Creek
area.  Sherrie continues to attend Regional Advisory meetings.  The President is
planning on meeting with the RED and will include the Delegate in that meeting. 
There is a need to encourage membership in this area.
d.
Vancouver Island – The scheduled Partnership meeting was cancelled with no
new date set.
7.
Old Business
a.
Executive Job Descriptions – BF in March
b.
AGM Motions Updates – all motions are posted on the web page, as well as the
work being done to address them
c.
Annual Reports – due April 28th
d.
Nominations Committee Report – a couple of people have expressed an interest
in running for office.  
e.
Office Move updates – move is set for February 27th
f.
Regional Assistance funding for AGM 2009 – The issue of how much per region
was discussed briefly.  BF in March
g.
Insurance Training – Ellaine provided insurance training to 25 Resource Workers
and 15 Foster Parents in the Fraser Region.  Nelson has requested training in
June 2009.
