a.
Increase to wages – amounts to be determined

Letter of warning to be written to a member regarding breach of the
BCFFPA Bylaws, Policies and Procedures and Code of Ethics

President’s Report
a.
Meetings attended
i.
Minister Christensen – brought forward protocol issues, rights of
foster parents, safeguarding training, Accelerated review.
ii.
FF Month Launch – PSA shown 
iii.
Kathy Berggren-Clive met with the President and Vice President  to
discuss her new advocacy role
iv.
Public Guardian and Trustee – very interested in working with
BCFFPA  Discussed outcomes of protocols being stamped
unfounded on each page of the final letter.
v.
Foster Parent Appreciation events in Vancouver – both events were
very well attended by foster parents – the BCFFPA President
delivered an address
vi.
Fraser Valley FPA
1.
Many issues and threats flying around
2.
Lack of 60 days notice
3.
Kids being placed in inexperienced homes –it was felt that
this is very much budget driven
4.
Feel that there continues to be a lack of both partnership or
respect shown to foster parents
b.
Christmas office closure - The office will close at 4pm on December 23
and reopen January 5, 2009.  e-mails and phone messages will be
responded to during that time as per usual.
c.
Youth Christmas party donation 
01/10/2008:MSC: (M. Filiatrault) Move to donate $300 to the Youth Christmas Party.

Upcoming meetings
i.
Insurance training on Vancouver Island – The training will be
delivered in Victoria, Port Alberni, Nanaimo, and Campbell River
the week of Nov 3-6.as part of our contracted services
02/10/2008:MSC: (M. Filiatrault) Move to reduce cost of the Mandur prints to $100
each. Carried
03/10/2008:MST: (M. Filiatrault) Move to have a framed print displayed at a frame
shop in order to increase interest. Tabled

Treasurer’s Report
a.
Financial Statements – There are some concerns around the cost of the
photocopier, however as it is a lease item there is very little than can be
done at this time to reduce costs.  Relook at in 2009.
The office was requested to add the budget to the balance sheet in order
to better track spending.
The Treasurer also requested that the office look into filing GST twice
yearly instead of once
Board expenses are reflected in the income and expense statements
b.
Status of Financial Reporting – only one local is still not submitted as they
have recently received their books back from a previous treasurer. The
accountant is in the process of reviewing them.
c.
Membership motion
04/10/2008:MSC: (L.Toth) Remove Article IV Financial Policy section 3 from the
BCFFPA Policy Manual and replace with 
Membership fees will be collected by the Provincial office with a $10.00 per year
processing fee applied to each membership.
a.
On a quarterly basis, a portion of the accumulated membership monies
will be returned to the BCFFPA local Associations.
Local Associations are required to submit quarterly financial statements to the
BCFFPA Provincial office. 
Names of local executive members, signing authorities, and bank account and
contact information must be received by the Federation office no later than June
30th of each year.  All membership monies will be held until such time as the
information is received.  
At the fiscal year end, any unclaimed membership funds will be transferred to the
BCFFPA General account..  carried
05/01/2008:MSC: (H.Bayes) Macro Regional Councils, with the agreement of their
locals will receive $5.00 per home per year from local memberships in order to
operate. carried
The membership breakdown will now be $10.00 per membership year for provincial, and
$5.00 pre membership year for the Macro Councils. The remaining balance will be
forwarded to the locals provided they are in good standing. 
d.
The financial computer is no longer working and needs replacing.  The
server is the same age. The cost to replace the server is about $5400
06/10/2008: MSC (L.Toth) Move to purchase the service tower on the financial
computer.  Cost not to exceed $500. carried
e.
Childcare motion
07/10/2008:MSC: (S. Jones) Move to increase childcare rates for the volunteer board
to $175.00/day with receipts and to relook at the issue in May of 2009.  Change to be
implemented immediately. Carried
5.
Regional Delegates Reports  
a.
Vancouver Coastal – Not a lot to report.  Attended FASD Service Fair, which
included Sunnyhill, Vancouver School Board, PCRS, Ministry of Housing,
and Vancouver Mental Health among others.  Peter will share the
information gathered.
The Delegate will also attend the Ministry Roundtable discussion in
Vancouver Coastal as a representative of the BCFFPA.
b.
Fraser – Continues to work on building a Fraser Macro Region.  Complaints
continue to come forward regarding the 60-day notice requirement.  The
President will try to get a meeting with the MCFD critic. 
c.
Interior – Continue to work hard at the macro level.  The council is involved
in discussions regarding Standards, exit surveys, concurrent foster
placements, and 54.1.  Inconsistency in contracts and obtaining relief
continues to be a challenge.  Other issues are kith and kin agreements,
protocols.  E. Ashby will check CSS for contract lengths.  The Macro board
is invited to a CSM meetings November 18, 19, or 20.  There is a meeting
put on at Silver Star by the Interior Health Authority.  H Bayes to attend by
consensus.  Cost will be under $200.
d.
North – overfilled homes and lack of services to support those homes
continues to be a challenge in the North.  Protocols have become quite
vicious as well.
e.
Vancouver Island - The Delegate asked for clarification around coverage of
mileage for travel to some locals on the island.  There is $600 per year for
the delegates to do that.

a.

Policy Development Tracking donations – Sheila has looked at other
provinces and none of them have specific policy .

A note will be sent to the locals regarding the new motions

AGM 2009 – P Dueck to deliver a workshop on Advocacy at the 2009 AGM
